EXTRA LIGHTS ON CARS

While staying in Finland I was watching the cars and I saw some cars had extra light in front. I also saw that they were especially mounted on older cars. I didn’t found a good answer on internet so I decided to ask some people at school but they also haven’t gave me a good answer. The best answer I got from one student was:
